Foundation Learning Tier (FLT)

The Foundation Learning Tier (FLT) is the term being used to describe Entry level and Level 1 qualifications in the Qualifications and Credit Framework (QCF), operating in England only. Its overall aim is to reform provision for all learners working towards Entry level and Level 1 qualifications. A key focus for the FLT is to establish set progression pathways.

The FLT aims to ensure Entry level and Level 1 learners have solid routes for progression across and through qualifications. At present these routes do not exist with many learners finding themselves stuck at entry level with little ability and opportunity to progress on to take qualifications of a higher level. 
We are already reviewing our qualifications at Entry level and Level 1 to align them with the QCF and the FLT.

Progression pathways

These are a combination of appropriate qualifications drawn from Entry level and Level 1 of the QCF. A progression pathway is not a qualification but a ‘framework of learning’ which can lead to a particular destination for example:

  • a first full level 2 qualification
  • Independent living or supported employment
  • a level 2 Apprenticeship framework
  • a Foundation Diploma or GCSEs.

Each pathway will include three specific components:

  • Vocational knowledge,skills and understanding (eg an NVQ in Hairdressing)
  • Functional skills (eg City & Guilds Functional Skills award)
  • Personal and social development (eg City & Guilds Award and Certificate in Employability and Personal Development)

Implementation
